POE STANDARDS ISSUES
The IMCC Board of Directors, comprised of PCOs, MDU/REIT owners, Internet service providers and DBS providers encourages all multifamily owners and service providers to address the following issues in future contract negotiations:
- IMCC members subscribing to the POE will fully comply with all applicable Federal, state and local laws and the applicable regulations of the FCC and other regulatory bodies with jurisdiction over PCOs.
- The PCO provision of a call center, emergency technical support and timely response to all customer service calls.
- Reports provided by the PCO to the building owner addressing call center activity and an annual audit regarding performance measurements such as signal quality, signal strength and picture quality.
- A description of specific services and service level standards that the PCO will meet.
- A description of the marketing responsibilities of both the PCO and the MDU owner.
- A competitive clause that outlines the offerings of the PCO to include its products, pricing and features to maintain a competitive advantage for the MDU.
- The delineation of a process to resolve disputes.
- In the event the MDU expresses repeated dissatisfaction with the PCO, the PCO will develop a memorandum of understanding with the client to address all such concerns.
- A provision addressing the PCO’s programming which will utilize both analog and/or digital tiers as necessary to meet or exceed the programming benefits of competing providers.
- The PCO’s programming will be customized to specifications of each MDU community.
- The PCO will provide a high-speed data Internet access solution if so desired by the MDU.
- The PCO will participate as a member in the IMCC Provider Data and Dissemination requirements of the POE and will demonstrate to its clients that its technicians and sales and service representatives are involved in POE training and certification.
