The Federal Communications Commission (FCC) adopted regulations, pursuant to Congressionally enacted statutes, that seek to protect the rights of commercial broadcast television stations. These regulations impact all Multiple Video Program Distributors (MVPD), including PCOs/SMATVs, but to a lesser extent than they impact the franchised cable companies. The basic question is, which MVPDs are allowed to or required to include channels in their channel line-up, and which channels and under what conditions are those channels available to the MVPDs? These regulations are commonly known as Retransmission Consent and Must Carry Rules.
