18 GHzDocket: IB 98-172 Title: Redesignation of 17.7 - 19.7 GHz Frequency Band, Blanket Licensing of Satellite Earth Stations in the 17.7 - 20.2 GHz and 27.5 - 30.0 GHz Frequency Bands (FCC 00-212 - Jun 2000) With this Report and Order, the Commission adopts rules that will permit the efficient use of spectrum for existing and future users, and will facilitate the deployment of new services in the 17.7-20.2 GHz band ("18 GHz band"). In particular, we adopt a band plan that designates how terrestrial fixed services, the Geostationary Satellite Orbit Fixed Satellite Service (“GSO/FSS”), the Non-Geostationary Satellite Orbit Fixed-Satellite Service (“NGSO/FSS”), and Mobile-Satellite Service feeder links (“MSS/FL”) are to share this band. As a consequence of this designation, this Report and Order modifies the Table of Frequency Allocations found in Section 2.106 of the Commission’s Rules. This Report and Order also modifies service rules in the 18 GHz band and authorizes the blanket licensing of satellite earth stations in the bands where the Fixed Satellite Service (“FSS”) is the sole primary designation. Finally, this Report and Order allocates the band 17.3-17.7 GHz to the Broadcasting-Satellite Service (“BSS”) and the band 24.75-25.25 GHz to the FSS for BSS feeder links.
